1. The Government of the Republic of Kenya has received financing from the World Bank toward the cost of the
Horn of Africa Gateway Development Project and intends to apply part of the proceeds toward payments under
the contract for Supply and Delivery of 2No. Supervisory minimum 3000cc Vehicles for the Environment
and Social Safeguards (ESS) and Special Projects /Project Implementation Team (PIT)
2. The State Department of Roads now invites sealed Bids from eligible Bidders for Supply and Delivery of 2No.
Supervisory minimum 3000cc Vehicles for the Environment and Social Safeguards (ESS) and Special Projects
/Project Implementation Team (PIT) as per the following Lots.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)
as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020
(“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information and inspect the bidding document on
www.transport.go.ke under the resources menu, the IFMIS Kenya Suppliers Portal http://supplier.treasury.
go.ke or www.kura.go.ke or visit the Supply Chain Management Office, Works Building, Ground Floor,
Ngong Road, Room No.48, Nairobi during normal office working hours (0800 to 1700 hours EAT). Those who
download the document should immediately send their particulars to scms@roads.go.ke for the purpose
of registration and receipt of any further clarifications and addendums.
5. The bid document in English may be downloaded from www.transport.go.ke or IFMIS Supplier portal:
www.supplier.treasury.go.ke free of charge from the websites. Bidders are encouraged to download the
bid document to minimize physical visit to Works Building.
6. Bids must be delivered to the address below on or before 10.00 am local time on 5th May 2023. Electronic
Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened immediately thereafter
in the presence of the Bidders.
7. All Bids must be accompanied by Bid security in form of a bank guarantee or a bank draft issued by a
reputable bank located in Kenya, or Insurance of 2% (Bid sum) from a reputable insurance firm approved by
Public Procurement Regulatory Authority (PPRA).
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the
successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership
Disclosure Form as included in the bidding document.
