1. The Government of Kenya (GoK) (hereinafter called “Borrower”) has received financing from the International Development
Association (IDA) (the “Bank”) in the form of credit (hereinafter called “credit”) toward the cost of Horn of Africa Gateway
Development Project. The Kenya Revenue Authority (KRA), an implementing agency of the Client, intends to apply a
portion of the proceeds of this credit on behalf of the Public Procurement Regulatory Authority (PPRA) a beneficiary agency
of the client to eligible payments under the contract for Supply and Delivery of Motor Vehicles for Public Procurement
Regulatory Authority.
2. The Kenya Revenue Authority now invites sealed Bids from eligible Bidders for Supply and Delivery of Motor Vehicles as
listed below:

3. Bidding will be conducted through National Competitive Bidding using a Request for Bids (RFB) as specified in the World
Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 (“Procurement Regulations”), and is open to all
eligible bidders as defined in the Procurement Regulations.
4. A virtual pre-bid briefing for will be conducted online on Wednesday, 4th October, 2023 at 10.00 hrs EAT. The pre-bid
meeting link is provided in the bidding document.
5. Interested eligible Bidders may obtain further information from the Deputy Commissioner – Supply Chain Management,
Kenya Revenue Authority through the email address: eprocurement@kra.go.ke or physically during office hours between
0900hrs and 1600hrs East African Time (EAT), everyday excluding weekends and public holidays at the address given
below.
6. The bidding document in English shall be downloaded free of charge from www.kra.go.ke and the Public Procurement
Information Portal www.tenders.go.ke
7. Submission of bids shall strictly be done through the KRA E-Procurement Portal. Prospective bidders should register
on KRA’s website; www.kra.go.ke by clicking “New Supplier Registration” under the E – Procurement Tab. For assistance
on the supplier portal or registration, visit any KRA Procurement Office countrywide or email: srmsupport@kra.go.ke.
Completed bids are to be saved as PDF files named with the relevant tender number and description, submitted to the
KRA E-procurement Web Portal to be received on or before Wednesday, 25th October, 2023 at 1100 hrs (EAT). Note:
Submission shall strictly be done through KRA E-Procurement Portal. Late Bids will be rejected. Bids will be publicly opened
in the presence of the Bidders’ designated representatives and anyone who choose to attend at the address below on 25th
October, 2023 at 1100 Hrs (EAT).
8. All Bids must be accompanied by a Bid Security valid for 210 days from the date of tender closing or 22nd May, 2024. The
amount of bid security required is Kenya Shillings or an equivalent amount in a freely convertible currency as tabulated
below:

The hard copy of the original bid security is to be submitted in the Tender Security Box located on the Ground Floor
of Times Tower Building, Haile Selassie Avenue, Nairobi clearly Marked Bid Security(ies) for Supply and Delivery of
Motor Vehicles for Public Procurement Regulatory Authority IFB No. KE-KRA-379357-GO-RFB. The inner envelopes
shall contain individual tender securities for each lot as appropriately quoted. The outer envelope shall be addressed to
the address referred to below. Late submission of the bid security will be rejected and thus invalidating the respective bid.
Bids will be opened electronically promptly after closing time and Bidders or their representatives are welcome to witness the
opening on the 21st Floor, Times Tower Building on Wednesday, 25th October, 2023 at 1100 Hrs (EAT).
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s
beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in
the bidding document.
