SUPPLY AND INSTALLATION OF GEOGRAPHICAL INFORMA­TION SYSTEM (GIS) SOFTWARES, HARDWARE, DEPLOYMENT OF GEOSPATIAL PLATFORM, SPECIALIZED TECHNICAL & PRIORITY SUPPORT SERVICES AND TRAINING SERVICES

MINISTRY OF ENERGY TENDER FEBRUARY 2022 

1. The Government of Kenya(GoK) has received financing from the World Bank toward the cost of the Kenya off Grid Solar Access Project (KOSAP) and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Geographical Information System (GIS) Software’s, Hardware, Deployment of Geospatial Platform, Specialized Technical & Priority Support Services and Training Services.
2. The Ministry of Energy (The Client) now invites sealed Bids from eligible Bidders for Supply and Installation of Geographical Information System (GIS) software’s, Hardware, Deployment of Geospatial Platform, Specialized Technical & Priority Support Services and Training Services as per the schedule of requirements and qualification criteria detailed in the Bidding docu­ment.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from ; The Project coordinator’s office, Ministry of Energy, KAWI House , (Email: kosapmoep2017@gmail.com) and inspect the bid­ding documents during office hours, Monday to Friday, 0900 to 1600 hours East African Time excluding holidays, at the address given below.
5. The bidding document in English language is available online and may be downloaded from www.energy.go.ke or www.tenders.go.ke by interested eligible bidders. Interested eligible bid­ders are requested to submit a written application with details of Company name, postal and physical address, e-mail and contacts telephone number (s) for purposes of registration to kosapmoep2017@gmail.com. This information will be used for purposes of receiving any other information, clarification and addenda (if any) to the bidding documents.
6. Bids must be delivered to the address below on or before March 31st 2022 .The packages should be clearly marked ‘Supply and Installation of Geographical Information System(GIS) Software’s, Hardware, Development of Geospatial Platform, Specialized Technical & Priority Support Ser­vices and Training Services’-Contract No. KE-MOE-143189-ICB-RFB and placed in the Tender Box located at Ground Floor,Kawi House, Block ‘A’ Popo Road off Red Cross Road. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on March 31^st  2022, at 12.00 pm East African time.
7. All Bids must be accompanied by a “Bid Security” of Kenya Shillings One Million only (KES 1,000,000.00) or equivalent in a freely convertible currency.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
