LABORATORY, MEDICAL, IT EQUIPMENT & REFURBISHMENT OF LABORATORY
- Procurement Requirement
The Ministry of Health and Crown Agents Ltd encourages potential Bidders to register their interest for the opportunity to supply laboratory, medical, IT equipment and refurbishment of Laboratory are required on behalf of the Ministry of Health in Kenya, The procurement and supply of Goods/Equipment will be conducted under a competitive tendering process arranged by Crown Agents. This advert is for Kenyan suppliers/manufacturers [defined as those who can evidence 51% Kenyan shareholding] to register their interest. Bidders :-r pass this initial pre-qualification stage will be issued the resulting ‘Invitation to Bid’ document as an opportunity to take part in the competitive bid exercise.

- Category 1 – Laboratory equipment & consumables
- Category 2 – Medical equipment & consumables
- Category 3 – Computers [!T equipment]
- Category 4-Refurbishment of Laboratory

- Eligibility Criteria – Pre-Qualification
Applicants should submit the following relevant documentation- acceptable to Crown Agents to the following email by. Deadline for applications is 17.00 pm on 2nd March 2023 [local time]. - i)Covering Letter:
- Giving organization name and address;
- Contact name, telephone number and e-mail address;
- Brief desertion of your company and main functions;
- Examples of regular customers;
- Number of staff employed:
- Technical staff employed;
- Whether your company is a subsidiary of a parent company or holding organization.
- ii)Track Record evidencing supply of similar goods under 3 different contracts within the past 5 years:
- Providing name of customer;
- Goods and quantity supplied;
- Contract values;
- References for each contract [name and contact details].
iii) Business Documents
- Evidence of registered office in Kenya/evidence of business premises;
- Evidence that Bidder has the legal capacity to enter into a contract;
- Evidence that the Bidder is not insolvent, in receivership, bankrupt or in the process of being wound up and is not the subject of legal proceedings relating to the foregoing;
- Certified copy of Certificate of Incorporation or Certificate of Registration;
- Valid copy of Current Tax Compliance Certificate ‘ [issued by Kenya Revenue Authority];
Copy of certificate of Confirmation of Directors and Shareholding [CR12] [issued within the last 12 Months from this advert],
- iv)Technical Documents
- Declaration that the supplier will submit a Manufacturer’s Certificate at bid stage listing their company as the local authorized representative for the goods they are offering.
- Declaration that the supplier [medical equipment only] will submit a ‘Certificate of Registration’ issued by Pharmacy & Poisons Board [PPB] at bid stage for each of the offer products.
- Description of After Sales Service Support (ability to hold spares/replacements],
- For companies in the building and construction industry for upcoming building works kindly provide the following:
v Certified copy of Certificate of company incorporation / Firm Registration
v Certified copy of Current Category of Registration with National Construction Authority [NCA] in the relevant trade; category NCA 4 (Building Works] and above.
v Certified copy of Contractors Annual Practicing license from NCA matching the relevant category for the current year.
Application Procedure
The e-mail application should be clearly MARKED “KENYA – MINISTRY OF HEALTH” in the subject line of the email along with the name of the supplier listed in
capitals. Application is strictly by email.
Conditions
- The resulting ‘Imitation to Bid’ documents will be submitted to successful suppliers via Crown Agents’ E-Procurement system [Supplier portal] located online – suppliers will be instructed to register on Crown Agents Supplier’s portal website before the resulting tender documents are released on this system.
- The resulting ‘invitation to Bid’ document will include mandatory documentation required for the various Goods/Equipment including relevant ISO certificates.
- All Bidders will undergo a due diligence process prior to receiving a contract.
- Audited accounts for past two year’s operations will be required to be submitted by Bidders at bid stage.
- For the purpose of ensuring sustainable promotion of local industry and development of professional, skilled and unskilled labour within Kenya, Crown Agents will attempt to source the requirements from Kenyan suppliers, however should items be unavailable or pricing exceeds realistic market expectations for any of the requirements, Crown Agents reserves the right to source from outside of Kenya and with sources that have not previously registered under this pre-qualification process.
- Crown Agents also reserves the right to terminate any requirements should this be deemed necessary.
- No phone calls permitted during this process, as this will lead to disqualification.
- The bidder is responsible for ensuring that for any documents delivered in separate files, the files are numbered sequentially and contain the above details. The maximum size of each submission is 16MB. If the bid exceedsl6MB it may be submitted in parts, and each part submission must be correctly referenced.
- The bid will be deemed to have been received at the time that the email is received by Crown Agents. The burden of proving receipt of the e-mail will be on the bidder and will not be met solely by a read receipt or sent items report generated by the bidder’s computer.
- All incoming emails to Crown Agents are virus scanned prior to acceptance into the destination mailbox. Any email found to contain a virus will automatically be rejected without notification to the sender.
- Bidders are advised that the destination mailbox are automated to send bidders a dated and timed acknowledgement of receipt and delivery of their message to the electronic tender box. Should a bidder not receive such a dated and timed acknowledgement, they should assume that their bid has not been safely received and it is the responsibility of the bidder to send the bid by alternative means.
- If deemed receipt of an e-mail is not within business hours [meaning 9.00 am to 5.30 pm UK time Monday to Friday on a day that is not a public holiday in the UK], the notice or other communication is deemed to have been received when business next starts in the UK.
- Crown Agents does not accept responsibility for the premature opening or mishandling of emails that are not submitted in accordance with these instructions.
