SUPPORT TO WATER. SANITATION SERVICES AND INTEGRATED WATER RESOURCES MANAGEMENT PROJECTS IN KILIFI, TAITA TAVETA, KAJIADO, KITUI, SAMBURU, BARINGO, WEST POKOT AND MANDERA COUNTIES
Water Sector Trust Fund (WaterFund) is a State Corporation under the Ministry of Water, Sanitation and Irrigation. It was established under the Water Act, 2016, as a water sector financing institution with the mandate to provide conditional and unconditional grants to counties, and to assist in financing the development and management of water services in marginalised or underserved area.
WaterFund is implementing the Ending Drought Emergencies Climate Proofed Infrastructure for improved water supply and sanitation in ASAL areas (EDE CPIRA) Programme, with a total funding of KSh.3 Billion from the European Union, Government of Kenya and the targeted County Governments.
The programme is supporting the implementation of medium sized water supply projects which include: Installation of energy saving schemes such as solar powered pumps, development of surface and sub-surface water sources like construction of surface runoff and sub-surface water retention structures, promotion of low maintenance water treatment technologies, rehabilitation and upgrade of piped water schemes, construction of community water points which include water kiosks, consumer meters and prepaid meters, yard taps and construction of livestock watering facilities.
This funding action’s implementation period is from 2018-2024 and is being carried out in Mandera, Kitui, West Pokot, Kajiado, Baringo, Samburu, Taita Taveta and Kilifi Counties. The following are eligible applicants: Water Utilities and Water Services Providers (WSPs) for Climate-proofed medium-sized Water Projects, Public Sanitation Facility Projects and Community-led Total Sanitation Projects, Water Resource Users Associations for Water Resource Management Projects.
- ELIGIBILITY CRITERIA
1.1 Water and Sanitation Projects
The proposed County Water Service Provider must meet the following conditions:
- a)Regulated with Water Services Regulatory Board (WASREB).
- b)Has strong governance and management structures including fully constituted Board and management.
- c)Has no pending audit issues and red flags by WaterFund.
- d)Has qualified staff and effective systems.
1.2 Water Resource Management (WRM) Projects
The proposed WRUA must meet the following conditions:
- a)The WRUA has to be registered with Water Resources Authority (WRA) and the Attorney General’s office (Attach evidence).
- b)The applicant should be in level 2 and above and have a valid Sub-Catchment Management Plan (SCMP).
- c)The WRUA has a current management committee as per their constitution.
- d)Must have accounted for all funds disbursed during earlier Call(s) for proposal if any.
CONDITIONS FOR APPLYING
2.1 Climate Proofed Medium Sized Water Projects
The following conditions need to be met for the proposed climate proofed medium sized water projects:
- a)Each county is expected to submit at least 3 proposals for medium sized climate proofed water project each costing approx. Ksh. 50 Million and targets at least 15,000 people. However, WaterFund will appraise the 3 projects and finance only one (1) most viable project.
- b)Where possible, the WSPs can submit projects that have components to be managed by the community or Private Sector.
- c)WaterFund encourages the counties to submit proposals targeting different County Water Service Providers and Sub counties.
- d)The submitted projects must be in line with the County Integrated Development Plan and the prioritised projects in the Baseline Survey Reports undertaken by WaterFund under the EDE CPIRA Programme.
- e)Each submitted project proposals should be implemented within 12 months.
2.2 Public Sanitation Facility (PSF) Projects
The following conditions need to be met for the proposed Public Sanitation Facility projects:
- a)Each County is expected to submit at least 5 proposals for climate proofed PSFs each costing approx. Ksh. 5.7 Million and should be strategically located in a busy place to serve at least 800 people per day. However, WaterFund will appraise the 5 projects and finance only 2 to 3 most viable PSFs.
- b)WaterFund encourages the counties to submit proposals targeting different County Water Service Provider and SUB counties.
- c)The submitted projects must be in line with the County Integrated Development Plan and the prioritised projects in the Baseline Survey Reports undertaken by WaterFund under the EDE CPIRA Programme.
- d)Each project in a County should be implemented within 12 months.
2.3 Community Led Total Sanitation (CLTS) Projects
The following conditions need to be met for the proposed CLTS projects:
- a)The maximum allowable budget for CLTS Project targeting 6 villages is Kshs 500,000.
- b)The targeted Counties to submit at least 1 proposal, with each proposal targeting 6 villages
- c)The targeted Villages should be in the areas where there is a proposed medium sized climate proofed water project.
- d)Each project in a County should be implemented within 6 months.
2.4 Water Resource Management (WRM) Projects
The following conditions must be met by the successful WRUAs:
- a)The WaterFund funding thresholds for WRUA projects are as follows: Level 2 at a ceiling of Kshs.5 Million, level 3 at a ceiling of Kshs.10 Million and level 4 at a ceiling of Kshs.30 Million.
- b)The targeted Counties to submit at least 1 proposal.
The following WRUA activities can be financed under this call for proposal:
- a)Development and protection of springs.
- b)Development of common intakes.
- c)Development of water storage facilities such as water pans/ dams/ rock catchment of at least 30,000m3 capacity.
- d)Development of rain water harvesting systems such as sand dams, djabias, berkads to store at least 10,000m3 of water.
- e)Establishment of woodlots.
- f)Wetland restoration and protection.
- g)Establishment of livelihood activities for the WRUAs.
- h)Capacity building activities.
- SUBMISSION REQUIREMENTS
The following are the documents that must be submitted:
Fully filled WaterFund EDE-CPIRA Proposal template for each project. (Found in the link provided under Down- loads/EDE CPIRA Call for Proposals).
A preliminary design for each of the proposed climate proofed water project including the detailed budget.
Land acquisition documents showing ownership of the lands where major infrastructures will be constructed for Water Kiosks, PSFs, treatment plants, offices.
- PRE-PROPOSAL DEVELOPMENT WORKSHOP
WaterFund will conduct a Pre-proposal development conference with interested applicants who have expressed interest by sending an email to edecpira@waterfund.go.ke on 18th August, 2022 and the venue and time will be communicated. The purpose of the conference will be to discuss and respond to issues arising from the proposals’ preparation requirements. All other enquiries and submissions about the call for proposals will be submitted through the email above
- APPLICATION PROCEDURE
Interested applicant(s) shall obtain application forms and proposals preparation guidelines from our County Resident Monitors or from WaterFund proposals downloads webpage: https://waterfund.go.ke/downloads/proposals.
The proposals shall be submitted including all required supporting documents in one hard copy and the envelope clearly marked “WaterFund EDE-CPIRA, 2022 CfP” to the address below and one soft copy in PDF shared to the email indicated above.

Only proposals that will be received by the WaterFund on or before 30th September, 2022 at 5:00 PM EAT shall be considered for full proposal submission.
