1. The Ministry of Education has received funding from international development association (IDA), the Glob- al
partnership for Education, and the LEGO Foundation toward the cost of the Kenya Primary Education Equity
in Learning Program and intends to apply part of the proceeds for consulting services. The consulting services
include Technical Advisor (Individual) for the development and implementation of a Communica- tion Strategy
for the Kenya Primary Education Equity in Learning (KPEEL) Program.
2. The Ministry of Education now invites eligible Individual consultants to indicate their interest in providing
the Services. Interested Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. The shortlisting criteria are: PHD Degree in
Communications or Media; At least 5 years
