About CAIPs
In order to create an all-inclusive, job creating economic model that invests in Kenya’s rich Agro resources,
The National Government through the Ministry of Investments, Trade and Industry (MITI) and Devolved
Governments through Council of Governors (COG) have established the County Aggregation and Industrial
Parks (CAIPs) in line with the bottom-up economic transformation agenda. This is a farmer centric
and export-oriented approach to ensure small scale farmers and producers contribute to the aggregation,
marketing and export of produce from across the country. CAIPS will boost overall national Argo-processing,
increase farmer Income, create jobs, reduce post-harvest loss, connect counties through commodity
exchange (KOMEX) & warehouse receipting, and consolidate Kenya produce for the export market.
CAIPs are clusters of independent aggregation (collection) centres across the county to gain economies of
scale for bulk purchasing and selling of various Agro produce in Kenya. These centres (CAIPS) will be located
in each county within proximity to production areas to serve farmers and primary producers through
collection, storage and sorting and even primary processing and value addition.
Each CAIP will have minimum of four manufacturing sheds of 4,000sqms, thus devolving manufacturing
capacity to each of the 47 counties. In addition, there will be an Aggregation centre of 4,000sqms which
shall have cold storage facilities to prevent post-harvest losses.

On this background, the Council of Governors and the State Department for Industry on behalf of the
following Counties: Busia, Embu, Garissa, Homa bay, Kirinyaga, Meru, Mombasa, Murang’a, Nakuru,
Nandi, Nyamira, Siaya, Uasin Gishu and Migori Invites sealed bids for the construction of Proposed
County Aggregation & Industrial Parks in respective Counties as tabulated below;

A complete set of tender documents may be obtained by interested tenderers electronically from the aforementioned
websites at no cost. Tenders shall be quoted in Kenya Shillings and shall include all taxes. Tenders shall
remain valid for 180 days from the date of opening .
Completed tender document for the select county should be enclosed in plain sealed envelopes marked with
tender reference number and be deposited in the tender box in the respective county physical addresses below
on or before Friday 9th June, 2023, at 11:00 A.M.

Kindly note: Electronic Tender Shall not be permitted and late tenders will be rejected.
Tenders will be opened immediately after the deadline date and time specified above. Tenders will be publicly
opened in the presence of the Tenderers’ designated representatives who choose to attend at the select Counties
addresses specified in the bid document.
Note:
1. All Tenders must be accompanied by a“ tender Security” of Kshs. 9,000, 000.00 in any of the following forms;
a bank guarantee; a guarantee by an insurance company registered and licensed by the Insurance
Regulatory Authority listed by the Authority
2. There shall be a pre-bid briefing in each respective county at an address, date and time specified in the Bid
document
3. Each select County shall be the procuring and contracting entity.
