CONSULTANCY ON THE IMPACT OF CLEAN ENERGY PROJECTS IN KAJIADO COUNTY
Background and Purpose:
Oxfam is an international confederation of 21 organizations, working in over 60 countries to find lasting solutions to poverty and injustice. Oxfam has been active in Kenya since 1963 and works with partners on long-term development, humanitarian programs, and advocacy for better governance and equitable access to public services. Oxfam seeks to promote a just and inclusive clean energy transition, emphasizing the co-benefits of clean energy, including job creation, better health, and reduced deforestation.
As part of its efforts, Oxfam Kenya, supported by Oxfam Great Britain, is undertaking a research project in Kajiado County to assess the impact of clean energy interventions. The goal is to generate evidence that will influence the policies and practices of governments, investors, and companies in the energy sector, promoting shared prosperity and equitable clean energy transitions.
Research Objectives:
The primary objective of this research is to assess the impact of clean energy projects in Kajiado County, with the findings used to inform strategies to influence energy policies and practices. Specific objectives include:
- Mapping out clean energy projects in Kajiado County.
- Understanding the positive and negative impacts of these projects on the communities.
- Documenting lessons learned from these interventions.
- Providing recommendations for influencing relevant policies and interventions in the energy sector.
Research Questions:
Key research questions will focus on:
- Design & Effectiveness: How effective are the clean energy solutions in reducing emissions and generating co-benefits?
- Just Transition Principles: Does the project design align with Just Energy Transition (JET) principles, including recognition of inequalities, inclusivity, equity, and shared prosperity?
- Contextual Conditions & Policy Framework: How was the solution funded, and what policies enabled it? What external factors contributed to its success?
Research Methods:
The research will employ a participatory approach, including:
- Literature reviews
- Policy analysis
- Qualitative data collection through Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs)
Deliverables:
- A comprehensive research report with key findings, conclusions, and recommendations.
- Data infographics summarizing key findings.
- All raw data (transcripts, interview files, etc.) submitted to Oxfam Kenya for future use.
Timelines:
- Start of Research: 27th January 2025
- First Draft: 28th February 2025
- Final Draft: 15th March 2025
- Raw Data Submission: 15th March 2025
- Summary Infographics: 15th March 2025
Documentation:
The report will be produced in English using clear, concise language, formatted in A4 size with a maximum of 25 pages (excluding references and annexes).
Research Ethics:
Consultants must adhere to Oxfam’s non-staff code of conduct, safeguarding protocols, and obtain informed consent from interviewees. Ethical risks will be mitigated, particularly for vulnerable populations.
Research Management:
The research will be supervised by Oxfam’s Natural Resources Programme team, with support from the M.E.A.L Advisor.
Tax and VAT Arrangements:
Oxfam will deduct withholding tax from consultancy fees according to prevailing Kenyan government rates and provide a tax submission certificate upon request.
Intellectual Property and Confidentiality:
All documents, data, and information collected will be the property of Oxfam and treated as confidential.
Bid Requirements:
Interested consultants should submit their expressions of interest, which must include:
- A suitability statement confirming availability for the entire assignment.
- Information demonstrating the consultant’s experience, including details of similar assignments undertaken.
- A detailed financial proposal, including a breakdown of costs and applicable taxes.
- Sample works from similar recent assignments.
Consultancy Team Profile:
The consultancy team should have expertise in:
- Research design and analysis, particularly on clean energy and climate justice.
- Feminist MEAL principles and practices.
- Policy analysis and engagement with stakeholders.
- Strong communication and report writing skills in English and Kiswahili.
- Experience with participatory methods in data collection.

Consultants must adhere to Oxfam’s policies on impartiality, gender sensitivity, and accountability, as well as safeguarding and confidentiality protocols.
