- The Government of the Republic of Kenya has received a loan from the Japan International Cooperation Agency (JICA)-Loan Agreement KE-P35 Loan amount JPY 37,090 million signed on February 27, 2020, towards the cost of Mombasa Special Economic Zone Development Project (Port Sub- Project) and intends to apply part of the proceeds towards payments under the contract for Package-1 Civil and Building Works.
- The Kenya Ports Authority (KPA) now invites sealed Bids from eligible Bidders for the construction and completion of Package-1 Civil and Building Works (“the Works”) described in below:
- a)Preparatory works; Mobilization, etc.
- b)Quay Length 300 m, Width 50 m, Depth – 15 m, and Foundation Piles
- c)Trestle Length 214 m, Width 20 m, and Foundation Piles
- d)Causeway Length 149 m and Width 20 m
- e)Revetment Total Length 1,394 m
- f)Reclamation 13.2 ha, with Volume approx. 430,000 m3 including Revetment and Causeway Sand Volume
- g)Soil Improvement 14.9 ha, with Total Length of PVD Driving 4,470,000 m, approx. 420,000 m3 of Surcharging Material Fill
- h)Dredging of Turning Basin and Navigation Channel with Total Volume of approx. 2,590,000 m3
- i)Pavement 37,740 m2 for Container Yard, 57,860 m2 for Vehicle Yard,13,899 m2 for Utility & Workshop Area and 8,093 m2 for Administration Area
- j)Water Drainage Total Length 2,690 m
- k)Buildings and Facilities: Administration Building, Utilities, etc.
- l)Security System and information and Communication Technology: Intrusion Detection System, Intercom System, etc.
- JICA requires that bidders and contractors, as well as KPA under the contracts funded with Japanese ODA Loans and other Japanese ODA, to observe highest standard of ethics during the procurement and execution of such contracts. In pursuance to this policy JICA –
- a)Will reject a proposal for award if it determines that the recommended bidder(s) for award has engaged in corrupt or fraudulent practises in competing for the contract in question,
- b)Will recognise a contractor as ineligible for a period determined by JICA, to be awarded a contract funded with Japanese ODA Loans if it at any time determines that the contractor has engaged in corrupt or fraudulent practises in competing for or in executing another contract funded with Japanese ODA Loans or other Japanese ODA.
- Disbursement of the ODA loan by JICA will be subject in all aspects to the Terms and Conditions of the Loan Agreement including disbursement procedures. No other Party other than KPA shall derive any rights from the Loan Agreement or have any claim to the Loan Proceeds.
- Eligible Applicants/Bidders. Under the Loan Agreement, the Eligible Nationality of the Contractor (s) shall be the following: Japan in the case of the prime contractor; and All countries and areas in the case of the subcontractor^).In case where the prime contractor is a joint venture, such joint venture will be eligible provided that the nationality of the lead partner is Japan, that the nationality of the other partners is Japan and/or the Republic OF Kenya and that the total share of work of Japanese partners in the joint iture is more than fifty percent (50%) of the contract amount.
- Bidding will be conducted through procedures in accordance with the >licable Guidelines for Procurement under Japanese ODA Loans and is in to all Bidders from eligible source countries. Interested bidders wishing ibtain a copy of the Guidelines on Eligible Source Countries of Japanese A Loans may do so by sending an email to tenders@kpa.co.ke before payment of the non-refundable fee referred to in Paragraph (8) below.

- The method of payment will be Bank Transfer. The Documents will be issued Flash Drive/CD upon verification of proof of payment.
- Pre-Bid Meeting and Site Visit. There wiil be a Mandatory Pre-Bid Meeting 9th November 2022 at KPA Head Quarters, 6th Floor Conference Room .00 AM. Thereafter a Mandatory site visit will be held on 30th November 1 at the Project Site, Located at Dongo Kundu. All Bidders will use own ns of transport and assemble at Shika Adabu (Coordinates: 570350E, 5090N), at 9.30 HRS EAT for guidance of how to access the site.
- Bids must be delivered to the address below on or before 1000 HRS EAT 15th February 2023 and must be accompanied by a security of JPY 600 )n.
