FOR POST-CONSTRUCTION CLEANING SERVICES FOR TDB GROUP, NAIROBI OFFICE BUILDING (TDB TOWER)
The TDB Group’s new office building in Nairobi is located at Plot LR No. 1/184 Lenana Road, Kilimani, Nairobi, Kenya. The building is composed of the below-indicated facilities:
Three Basement Parking areas and a Plaza that includes Security Boxes and Guard Houses.
19 Floor Levels that include a Reception Area at the Ground Level, an Auditorium and Conferencing Facilities at the 1st Level, a Gym and Records Management Archive at the 2nd Level, Sky Gardens on the 3rd and 11th Levels, Meeting Pods on the 4th, 12th and 13th Levels, Offices on the 9th, 10th, 14th, 15th, 16th, 17th, 18th and 19th floor Levels.
Offices Areas for External Users on the 5th, 6th, 7th’ and 8th Levels.
- SCOPE OF WORK
The Service Provider is to provide Deep Cleaning, after the initial post-construction cleaning conducted by the Main Contractor, of all Construction Debris from Surfaces, Fixtures and Fittings for the following Areas:
- Basement: Car Parking, Services and Utilities Areas Lift Lobbies
- Plaza: Outdoor Main Plaza, Security Check Points Rooms, Utilities Areas
- Ground Floor Reception
- Fire Escape Staircases, Lift Lobby Area, Toilets across all Floors
- Internal Spaces of 1st Floor Auditorium and Conferencing Facilities, 2nd Floor Gym and Records Center, Offices
- Areas on 9th, 10th, 14th, 15th, 16th, 17th- and 18lh Floors. M
- Sky Gardens on 3rd and 11th Floors
- 19th Floor and Terrace Including Services Areas and Water Tank
Deep Cleaning should be for all Surfaces Floors, Walls, Ceilings, Internal Fapade, Windows and Skylights, Doors, and Aluminum Partitions excluding External Fapade Cleaning which is to be conducted by a separate specialist service provider. Deep Cleaning is to be conducted to the satisfaction of TDB as per agreed methodology for all items.
Deep Cleaning is to be conducted in Phases:
- 1st Phase: after Practical Completion of Base Building Core and Shell.
- 2nd Phase: after Practical Completion of Fit Out for Ground, 1st, 9th, 10th, 14th, 15th, 16th, 17th, and 18th Floors.
- 3rd Phase: after Practical Completion of Fit Out for3rd, 4th, 11th, 12th, 13th, 14th- and 19th Floors.
- GENERAL INFORMATION FOR ALL SERVICES
- i)Site Visit
Bidders must conduct a site Visit before submitting their Proposals. Once TDB receives list of interested Bidders, an email will be shared with Bidders indicating Date and Time of Visit. After the site visit Bidders to submit a self-generated log of items/surfaces to be cleaned for reference and the applicable methodology as part of their Technical Proposal. Financial Proposals to be submitted separately once requested by TDB indicating various cleaning rates breakdown.
- ii)Validity of the Bids
The bids received will be valid for a period of one twenty (120) days from the date of opening, subject to extension.
iii) Bids Opening
Bids will be opened immediately after the bid closing hours. Late bids will be rejected and returned unopened to bidders.
- iv)Safety and Health
All work shall comply with all applicable national regulations and health requirements, and the TDB Health and Safety , Policy. The vendor shall assume full ‘responsibility and liability for compliance, with all applicable regulations pertaining to the health and safety of personnel during the execution of work.

- vi)Submission
All interested firms to submit their Technical and Financial Proposal (s), Respondents to the RFP should submit their documents zipped and sent to; procurement@tdbgroup.org as subject matter labelled EXPRESSION OF INTEREST FOR DEEP CLEANING before noon 22nd September, 2022: TRADE AND DEVELOPMENT BANK ( TDB ); 197 LENANA PLACE, LENANA Rd., 1st Floor, P.O. BOX 48596-00-100, NAIROBI- KENYA.
The proposal(s) must include:
- A written proposal showcasing the firm’s understanding of these Terms of Reference, equipment available, and previous experience. The written proposal is to indicate the work methodology detailing all items listed in the terms of reference.
- Team composition and current similar task assignment.
- Detailed reference list indicating the scope and magnitude of similar assignments done in the last three (3) years.
- Legally certified copies of Registration certificates and other statutory documents including valid Tax Compliance Certificate and passport or ID copies of the shareholders and directors of the firm and valid license to undertake the services.
- 5 corporate references with contact details.
- Any certification will be an added advantage.
