Tender For Road Construction And Related Works – County Government of Machakos

COUNTY GOVERNMENT OF MACHAKOS TENDER 2020 

The above three Municipalities under the County Government of Machakos have received a Conditional Grant under Kenya Urban Support Programme (KUSP) and wishes to invite sealed tenders from eligible Suppliers/Contractors for the following tenders

Tender documents containing detailed Information on tenders ‘can freely be downloaded from the County website www.machakosaovernment.com or PPI Portal www.tenders.ao.ke. Complete tender documents must be submitted-through the IFMIS SUPPLER PORTAL www.supplier.treasury.go.ke as per requirements contained in the documents so as to be received on or before the date and time indicated in the IFMIS.

Bidders shall sequentially serialize all pages of each tender submitted.

Submission of original bid security must be delivered at the- Office of Chief officer Housing and Urban Development before the tender . closing date where applicable during working hours. Prices quoted must remain valid for hundred and twenty (120) days from the opening date. The bid security must be valid for one hundred and twenty (120) days from the opening date. MANUAL SUBMISSIONS WILL NOT BE ACCEPTED. All tenders must be submitted through the IFMIS PORTAL.

Bidders who may experience challenges in accessing and uploading their tenders in the IFMIS tender portal should contact the IFMIS helpdesk tel.0800721477 or 020480180 at the National Treasury.

The following listed documents are mandatory;

1.             Copy of certificate of incorporation/registration
2.             Copy of valid Business permit

      III.            Valid Tax compliance.

1.             Bid security (Bank guarantee only and should be verifiable, Original bid security must be submitted to the Office of Chief officer Housing and Urban Development before the tender closing date) where applicable
2.             Pre-bid site visit certificate
3.             CR 12 attached should be certified by commissioner of Oath and not more than three months old IDs of Directors to be certified.

   VII.            Attach fully filled, signed and stamped confidential business questionnaire.

 VIII.            Attach fully filled, signed and stamped Form of bid

1.             All attached pages to be paginated sequentially
2.             Valid Registration as Special Group Certification A.G.P.O (Where applicable)
3.             Copy of valid annual practicing license with NCA in classes specified above.

Where applicable;

1.             Valid NCA 4 and above registration certificate and annual license for Electrical works (Where applicable)
2.             EPRA V2; C1 for solar Contractor (Where applicable)

      III.            T3 PV Technician(Where applicable)

Other requirements

As specified in the respective tender documents covering the following

1. Similar previous experience where applicable.
2. Professional and technical personnel.
3. Current work load
4. Eligibility.
5. a)To enhance equity , bidders shall bid maximum of Two (2) tenders, but can only be awarded a maximum of one tender, under this tender notice, bidders who participate in more than Two (2) tenders shall be disqualified.
6. b)Director(s) bidding under different companies for the same tender shall be disqualified.
7. c)Director(s) bidding under different companies should not participated more than Two (2) tenders.
8. d)Only those bidders registered in the category as indicated in the tender document shall bid for respective tenders.
9. e)Any form of canvassing will lead to disqualification.

Note:

All submitted documents may be verified from issuing agencies, Department of Housing and Urban Development reserves the right to verify all submitted documents.

Pre-bid site visits by all bidders will be on 21^st December, 2020 for Machakos Municipality starting at 9.00 am, Mavoko Municipality starting at 1.00 pm and on 22^nd December, 2020 Kangundo Tala Municipality starting at 9.00 am (meeting point, respective Sub- County Offices).

The criteria for evaluation of bids

The criteria shall be as described in the tender documents.

Prices quoted should include all taxes and must be expressed in Kenya Shillings.

Complete tender documents MUST be submitted online so as to be received on or before 31st December, 2020 and time indicated in IFMIS Portal. The system will automatically lock out at the time and date of tender closing as indicated in the IFMIS Portal.
