INVITATION TO TENDER
TENDER FOR SUPPLY, DELIVERY, INSTALLATION, TESTING AND COMMISSIONING OF 2NO. WALK-THROUGH METAL DETECTOR AND LUGGAGE
SCANNER
1. The Teachers Service Commission invites sealed tenders for the for Supply, Delivery, Installation
commissioning of 2No. Walk-Through Metal Detector and Luggage Scanner.
2. Tendering will be conducted under open competitive method Open Tender using a standardized
tender document. The tender is open to all qualified and interested tenderers.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents
during office hours [8.00 a.m. to 4.00 p.m.] at the Teachers Service Commission Supply Chain
office located at Second Floor Podium Wing.
4. Complete tender document may be obtained by interested candidates upon payment of a nonrefundable fee of Kshs. 1,000 payable to the Teachers Service Commission at National Bank of
Kenya Account No. 01001000905000, Harambee Avenue Branch or Bankers Cheque and present
the bank slip to TSC Cash office for official receipt. Tender documents may be obtained
electronically from the Website www.tsc.go.ke or www.tenders.go.ke. Tender documents obtained
electronically will be free of charge.
5. Tender documents may be viewed and downloaded for free from the website www.tsc.go.ke or
www.tenders.go.ke Tenderers who download the tender document should forward their particulars
immediately to ddprocurement@tsc.go.ke to facilitate any further clarification or addendum.
6. All Tenders must be accompanied by Tender Security of Kshs. 80,000(Kenya Shillings Eighty
Thousand only) in form of a bank guarantee from a reputable bank regulated by CBK or an
Insurance firm approved by Public Procurement Regulatory Authority (www.ppra.go.ke) valid
for 180 days from the date of tender opening
7. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
8. There Shall be a Pre-bid/Conference on WEDNESDAY 10TH JANUARY, 2024 AT 10.00AM.
Bidders are advised to send qualified technical staff with Certificate in Electronic — Security
Surveillance CCTV, Intruder alarm and Access Control Systems and Electrician with a practicing
certificates. Any bidder who sends a representative without practicing in Electrical Engineering and
Information Security/Data Networks/electronics will not be allowed in and sent away.
9. Completed tenders must be delivered to the tender box located at Teachers Service Commission
Podium Wing Ground floor on or before WEDNESDAY 17TH JANUARY, 2024 AT 9.00
A.M. Electronic Tenders will not be permitted.
10. Tenders will be opened immediately on WEDNESDAY 17TH JANUARY, 2024 2024 AT 9.00
AM at Teachers Service Commission Ground Floor Podium Wing. Tenders will be Publicly opened
in the presence of the Tenderers Designated Representatives who choose to attend at the address
below.
11. Late tenders will be rejected.
12. Prices quoted should be net inclusive of all taxes and delivery must be in Kenya Shillings
and shall remain valid for one year (365 days) from the closing date of the tender
WEDNESDAY 17TH JANUARY, 2024 AT 9.00AM
13. The Tender shall remain valid for a period of 150 working days.
14. Teachers Service Commission reserves the right to accept or reject any tender, and to
annul the Tendering process and reject all tenders at any time prior to contract award,
without thereby incurring any liability to tenderers.
15. A tenderer who gives false information in the tender document about its qualification
or who refuses to enter into a contract after notification of contract award shall be
considered for debarment from participating in future public procurement.
16. Successful bidder shall submit a Performance Security Guarantee of 10% of the total
contract price from a commercial bank licensed by the Central Bank of Kenya before
the contract is signed and executed by both parties.
17. All information provided by the tenderer pursuant to the requirements of this tender
must be complete, current, accurate and verifiable as at the date of tender submission.
If a tenderer fails to submit the information required, its tender will be rejected.
Similarly, if the Teachers Service Commission is unable, after taking reasonable
steps, to verify to a reasonable degree the information submitted pursuant to the
requirements, then the tender will be rejected.
