TENDER TO PROVIDE SERVICES FOR DESIGN, DESIGN REVIEW, ESIA & RAP, PREPARATION OF TENDER DOCUMENTS, AND SUPERVISION OF CONSTRUCTION OF WORKS FOR MT. ELGON, BUNGOMA AND BUSIA WATER AND SANITATION PROJECT.

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – SELECTION OF FIRMS)

1. General Background :
Lake Victoria North Water Works Development Agency (LVNWWDA) is one of the nine Regional Water
Works Agencies that were created as part of reforms in the water sector by Clause 65 of the Water Act,
2016. LVNWWDA was established through a Legal Notice No. 28 of 26th April 2019 to provide water
and sanitation services in its area of jurisdiction consisting of the whole of the former Western Province
(Bungoma, Busia, Kakamega, and Vihiga Counties) and parts of the former Rift Valley Province (Trans-
Nzoia, and Nandi Counties). The Agency has received funds from the Government of the Republic of
Kenya through the Ministry of Water Sanitation & Irrigation and intends to apply part of it for payments
under the contract for the above assignment
2. The consulting services include the following:
(i) Review and update project documents of detailed designs, Engineering drawings, specifications,
tender documents and Engineer’s estimate.
(ii) Review and update water assessment reports and effluent discharge control plans and assist
the client to obtain authorizations to construct works for use of water and effluent discharge
licenses from the Water Resources Authority (WRA) and the National Environmental Management
Authority (NEMA).
(iii) Prepare / Update the Environmental and Social Impact Assessment reports, studies, and Resettlement
Action plans and assist the Client in updating the licenses from NEMA.
(iv) Update the land requirement for the project and prepare Resettlement Action Plans for the
projects and assist the client to implement the plans.
(v) Assist the Employer to recruit a contractor(s) to implement the works.
(vi) Physically present updated project documents to stakeholders for their review.
(vii) To supervise the appointed Contractor, in accordance with the conditions of contracts, specifications
and drawings, works carried out by the selected contractors. The consultant will be responsible
for ensuring that work is carried out in accordance with the designs, specifications and works
contract documents while at all-time ensuring quality, cost effectiveness and timely completion
(viii) Prepare monthly, quarterly and project completion reports.
3. Request for Expression of Interest (EOI)
LVNWWDA now invites eligible consulting firms to indicate their interest in providing the services. Interested
consulting firms should provide information demonstrating that they have the required qualifications
and experience to perform the services. The short listing criteria will be:
(i) Registration as a consulting firm with experience in design and supervision of works for water and
sanitation projects in the last 10 years.
(ii) Demonstrate possession of qualified and experienced key staff members registered as professionals
by relevant professional bodies.
(iii) Demonstrate successful accomplishment of at least three assignments involving design and
supervision of construction of water supplies of capacity 10,000m3/day and sewerage projects of
capacity 3,000m3/day in the last five years.
4. Consultants will be shortlisted in accordance with the method of selection set out in the Public Procurement
and Asset Disposal Regulations, 2020.

6. Expressions of Interests, written in English language, must be delivered to the address below by
1200hours East African time on or before Wednesday 30th November 2022 There after the Expressions
of Interest will be opened
7. Submission of the Expression of Interest
The completed EOI hardcopies in writing: one (1) original and three (3) copies, each clearly marked
with Tender Name and Number, as indicated above, and one (1) soft copy (Read-Only CD) MUST be
delivered to the Tender Box at the address below at or before 1200 hours’ local time on Wednesday
30th November 2022. Late EOI documents shall be rejected. All documents shall be in English language.
There after the EOI documents will be opened physically in the presence of the firms ‘representatives
who choose to attend in person at LVNWWDA Board Room, Kakamega.
