TERMS OF REFERENCE FOR EXTERNAL AUDIT SERVICES FOR HP INTERNATIONAL DEVELOPMENT LIMITED KENYA OFFICE IN NAIROBI
HP International Development Limited Kenya Office herein after referred to as “the Office.”
1.0 BACKGROUND
HP International Development Limited is managing a Health-E-Quality activity funded by the United States Agency for International Development [USAID.) Our mission is to transform healthcare in Kenya and make it client centred by empowering community members to demand and access quality health services through cooperatives. HP International Development Ltd. is seeking the services of an external auditor to conduct a learning audit for project spending in Kenya between October 1,2023, and September 30,2024.
2.0 OBJECTIVE OF THE AUDIT
The objective of the audit is to enable the auditor to express a professional opinion(s) on the financial position of the project at the end of each fiscal year, on funds received and expenditures incurred for the relevant accounting period.
The auditor shall carry out the project audit in accordance with the generally accepted auditing principles [GAAP], the International Standard on Assurance Engagements [ISAE] 3000 and the International Standard on Quality Control [ISQC], all in their most recent version. As part of the audit process, the auditor may request from HP International Development Limited written confirmation concerning statements made in connection with the audit “Engagement Letter “.
Specifically, the auditor shall:
- Ensure that financial statements accurately reflect the financial transactions of the project.
- Verify the use of funds in accordance with the donor agreement and applicable financial policies.
- Assess the adequacy of internal controls and adherence to relevant accounting principles and reporting frameworks.
- Identify any mismanagement or irregularities in the project’s finances.
