TERMS OF REFERENCE (ToR) FOR MID-TERM REVIEW OF THE RCK STRATEGIC PLAN (2023-2027)
The Refugee Consortium of Kenya (RCK) invites qualified and experienced consultants to submit proposals for conducting a Mid-Term Review (MTR) of the RCK Strategic Plan (2023-2027). This review will assess the progress, effectiveness, and impact of the strategy and provide actionable recommendations to enhance its implementation in the remaining period.
- Background
The RCK Strategic Plan (2023-2027) is aimed at advancing the well-being, dignity, and rights of displaced and host populations in Kenya. The strategy focuses on five key pillars:
- Legal Aid and Governance
- Peace and Social Justice
- Women and Girls’ Empowerment
- Mental Health and Psychosocial Support
- Organizational Development
The Mid-Term Review (MTR) will evaluate progress against strategic objectives, identify successes and challenges, and offer recommendations for improvements in the remaining strategy period.
- Objectives of the Mid-Term Review
The objectives of the MTR are to:
- Assess progress in implementing strategic goals, objectives, and interventions.
- Evaluate the effectiveness, efficiency, relevance, and sustainability of RCK’s strategic interventions.
- Identify achievements, challenges, and lessons learned.
- Review the effectiveness of RCK’s organizational structure and governance mechanisms.
- Provide actionable recommendations to enhance programmatic impact and operational efficiency.
- Assess financial resource mobilization and utilization against strategic targets.
- Scope of the Review
The review will cover the following areas:
- Achievement: Key successes/achievements, reasons for achievements and challenges.
- Relevance: Alignment with RCK’s mission, national refugee policies, and international humanitarian frameworks.
- Effectiveness: Contribution of planned activities to strategic goals.
- Efficiency: Use of financial, human, and material resources.
- Impact: Overall effect of RCK’s interventions on displaced and host populations.
- Sustainability: Likelihood of sustaining outcomes beyond the strategy period.
- Methodology
The MTR will employ a mixed-method approach, including:
- Document Review: Analysis of RCK’s Strategic Plan, annual reports, financial documents, and M&E data.
- Stakeholder Consultations: Interviews and focus groups with RCK staff, board members, donors, government agencies, partners, and beneficiaries.
- Field Assessments: Site visits to observe interventions and collect qualitative data.
- Surveys and Data Analysis: Collection of primary data via structured surveys targeting key beneficiaries and stakeholders.
- Key Deliverables
The consultant(s) will be expected to deliver:
- Inception Report: Outlining methodology, tools, work plan, and timeline.
- Draft MTR Report: Preliminary findings, key insights, and recommendations.
- Validation Workshop: Presentation of draft findings to RCK management and stakeholders.
- Final MTR Report: Incorporating feedback and final recommendations.
- Timeline
The review will be completed over 8-10 weeks, with the following indicative timeline:
- Week 1-2: Inception phase, desk review, and finalizing methodology.
- Week 3-4: Data collection and stakeholder engagement.
- Week 5-6: Data analysis and drafting the MTR report.
- Week 7: Validation workshop and stakeholder feedback.
- Week 8-10: Final report preparation and submission.
- Qualifications and Competencies of Consultant(s)
The consultant(s) should have:
- Team Leader: At least a Master’s degree in Strategic Management, Development Studies, Population Studies, or related fields.
- Experience: Minimum of 7-10 years in strategic evaluations and program assessments in the humanitarian sector.
- Expertise: Experience in developing strategic plans and conducting evaluations using OECD-DAC criteria.
- Skills: Strong analytical, facilitation, and report writing skills.
- Knowledge: Familiarity with refugee protection, humanitarian response, and policy advocacy, particularly within the Kenyan context.
- Data Analysis Expertise: Proficiency in data collection tools and software (e.g., SPSS, NVivo) for both qualitative and quantitative analysis.
- Methodological Skills: Experience in participatory methodologies and cross-cultural interview facilitation.
- Reporting and Management
The consultant(s) will report directly to the Executive Director of RCK and work closely with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team. Regular progress updates will be required.
